Le 29 novembre rencontre des chefs d'état de 26 pays, accompagnés de leurs ministres de la défense et de hauts responsables militaires de l'Alliance Atlantique «élargie » (OTAN) à Riga, Lettonie.

Cette rencontre se tient dans une République de l'ex Union Soviétique, regroupant pour la première fois les 26 membres de l'OTAN élargie, y compris la Pologne. C'est un défi direct à l'influence de Moscou en Asie de l'est et centrale. Cela signifie pour Moscou que l'élargissement de l'OTAN a lieu aux portes de la Russie.

Bien qu'Israël ne soit pas représentée au sommet, l'OTAN a développé ces deux dernières années une relation de travail rapprochée avec Tel Aviv, ce qui pratiquement fournit à Israël un statut « de membre de fait » au sein de l'Alliance Atlantique. Le sommet de l'OTAN à Riga, va lancer le programme d'entraînement de l'OTAN basé à Rome pour les pays méditerranéens partenaires et membres de l'Initiative de Coopération d'Istanbul (ICI). Cette dernière inclut un certain nombre de pays arabes de même qu'Israël.

Du point de vue des Etats-Unis, cette rencontre est utilisée pour construire un consensus européen dans le cadre de « la longue guerre » américaine. Le but de la rencontre c'est d'obtenir le soutien pour l'aventure américaine au Moyen Orient et en Asie centrale, intimement liée, d'un point de vue stratégique, à la bataille pour le pétrole et les corridors de passage de pipelines.

Le développement militaire US –OTAN dans le Golfe Persique et aussi à l'est de la Méditerranée sont à l'ordre du jour dans le cadre du « Nouveau Moyen Orient » de Washington.

En parallèle au sommet, une importante conférence sur la sécurité (la « Conférence de Riga ») rassemble dés le 27 novembre des politiciens, des hauts responsables militaires, des présidents de multinationales, des analystes en matière de politique de défense et étrangères, des « gaveurs », grosses pointures médiatiques, des conseillers politiques et des universitaires du Nouvel Ordre Mondial. (Voir la liste des participants ci-dessous). A bien des égards, cette activité parallèle organisée par le Centre Transatlantique du fond George Marshall, est plus importante que la tenue du sommet officiel. Dirigé par Ronald D. Asmus, un ancien secrétaire d'état dans l'Administration Clinton, la tâche du Centre Transatlantique, que lui a confiée l'OTAN, étant de nourrir « un dialogue transatlantique » entre l'Europe et les Etats-Unis, de même que de rechercher activement la coopération de l'Europe dans les régions du Moyen Orient élargi et de la mer noire. »

La Conférence a pour objectif de construire un consensus au sein de l'Europe en ce qui concerne l'agenda militaire des US dans le Moyen Orient élargi.

Le complexe industriel militaire européen y est représenté par des personnalités clés dont parmi d'autres, celle du congloméra franco allemand EADS, de l'italien Finemecanica, et le président pour l'Europe de Lockheed Martin Scott Martin. Plusieurs membres du Conseil des Relations Etrangéres (CRE) du Sénat américain, sont à Riga pour la conférence au côté de représentants de fondations importantes telles les Fondations Soros, Carnegerie, Konrad Adenauer, et Robert Shuman.

Parmi les participants figurent plusieurs personnalités clés, connues pour jouer un rôle dans les coulisses des affaires internationales, tel que Zbigniew Brzezinski, ancien conseiller à la sécurité nationale et l'auteur de « Le Grand Echiquier », l'ancien maire de New York Rudolphe Giuliani et l'ancien directeur des services de renseignements du Mossad et ancien conseiller en politique étrangère de l'ex premier ministre Netanyahu, Uzi Arad, et Marc Grossman, actuellement dans le Groupe Cohen, qui a été sous secrétaire d'état dans la première administration Bush (2001-2005), Karl Théodore zu Guttenberg du comité des affaires étrangères du Bundestag, conseiller d'Angela Merkel et un ardent supporter d'Israël.

Parmi les thèmes majeurs de la Conférence de Riga, figurent le rôle de l'Otan au Moyen Orient, le problème plus large de la « Sécurité Energétique » de même que l'élargissement de l'OTAN pour éventuellement inclure l'Ukraine et la Géorgie. Ces deux républiques de l'ex Union Soviétique situées aux portes de la Russie sont de plus en plus dans l'orbite de l'OTAN. Elles font partie du GUUAM, un accord militaire de coopération de 1999 passé avec l'OTAN. Elles jouent un rôle stratégique dans le réseau de corridors et de pipelines en provenance du bassin de la mer Caspienne.

Cette rencontre tenue sur la frontière avec la Russie en Lettonie est un véritable camouflet non seulement pour le président russe Vladimir Poutin, mais aussi pour le président biélorusse Aleksandr Lukashenko. Des personnalités clés de l'opposition biélorusse participent aussi à la rencontre.

Des participants méditerranéens de l'Initiative de Coopération d'Istambul (ICI) de l'OTAN (comprenant le Maroc, l'Egypte, la Jordanie, la Tunisie et Israël) sont sur la liste des invités.

En plus des cessions formelles, couvertes par les médias, au cours de la Conférence de Riga des Sessions nocturnes à huit clos « Night Owl sessions » sont organisées, elles se concentrent sur trois problèmes stratégiques liés

La première session : sécurité énergétique : quel rôle pour l'OTAN et l'UE ?

La deuxième session : l'Ukraine et la Géorgie, candidats crédibles pour devenir membre de l'OTAN ?

La troisième session : est ce que l'OTAN a un rôle à jouer au Moyen Orient ?

On peut espérer, en plus des sessions à huit clos annoncées, que des rencontres et consultations en coulisses soient programmées, en lien direct avec l'agenda militaire des US-Grande Bretagne-Israel au Moyen Orient et en Asie centrale.
